Term definitions and Italian-to-English translations used across the IACS documentation.

Terms

Agriclaim

Land registration status in Malta indicating the land is actively farmed and eligible for agricultural subsidies and EU funding. Required for participation in CAP schemes. See also: Agridec.

Agridec

Land registration status in Malta indicating cultivated land not registered for subsidies. Farmers can switch to Agriclaim by submitting documentation to ARPA (typically July–August).

Anomalia

Italian: Anomaly. An error or discrepancy flagged during control checks. Stored in TCNT_ANOMALIA table.

Calcolo

Italian: Calculation. The process of computing aid amounts, penalties and adjustments. Tables prefixed TCLC_*.

Common Agricultural Policy

The European Union's system of subsidies and programmes supporting agriculture across member states. Structured around two pillars:

Pillar I: Direct payments and market measures funded by EAGF
Pillar II: Rural development co-financed via EAFRD

Commitment

Multi-annual obligation undertaken by a farmer, typically under agri-environment or climate measures. Examples include AECC, M11, ANC. Stored in TCOM_COMMITMENT table.

Conduzione

Italian: Conduction or Management. The relationship between a farmer and a parcel indicating who manages the land. Stored in SITICOND table with validity time windows.

Contract

Investment or project agreement under RDP measures. Stored in TCON_CONTRATTO table.

Controllo

Italian: Control or Check. Administrative or on-the-spot validation of applications and commitments. Tables prefixed TCNT_*.

Domanda

Italian: Application or Claim. An aid application submitted by a farmer. Main table: TDOM_DOMANDA.

Eco-Scheme

Environmental payment schemes under CAP 2023-2027. Six schemes available:

Estrazione

Italian: Extraction or Sampling. The process of selecting applications or beneficiaries for inspection. Tables prefixed TESTR_*.

Fascicolo

Italian: Dossier or File. The farm registry record containing all administrative data for a holding. Main table: TFASCICOLO. See also: Registry.

Foglio

Italian: Sheet. A neighbourhood subdivision within a council, used in parcel identification. Part of the CSP system.

Graduatoria

Italian: Ranking. The ordered list of beneficiaries based on selection criteria. Tables prefixed TGRAD_*.

Land Parcel Identification System

Geospatial database identifying land parcels for agricultural management. Supports CAP eligibility verification. See also: LPIS.

Liquidazione

Italian: Liquidation or Payment authorisation. The process of authorising payment disbursement. Tables prefixed TEXP_DOM_LIQUIDAZIONE.

Modulo

Italian: Module or Section. A section within an application form. Stored in TDOM_MODULO_DECO.

Pagamento

Italian: Payment. Disbursement of funds to beneficiaries. Stored in TPAGAMENTO table.

Particella

Italian: Parcel. A land parcel identified by the CSP code (Council-Sheet-Particella). Stored in SITIPART and TPARCELS_MANAGEMENT.

Plant Protection Products

Authorised pesticides database required by EU Regulation (EC) No 1107/2009. Contains active substances, categorisations, permitted crops and legality status. Schema: PPP_REGISTRY. See also: PPP.

Quadro

Italian: Form or Frame. A section or panel within an application interface. Tables prefixed TQDO_*.

Registry

The farmer/customer register containing identity and holding information. Accessible via Main Menu > IACS > Customer Register. See also: Fascicolo.

Scheda

Italian: Card or Form. A form or card within an application module. Stored in TDOM_SCHEDA_MODULO.

Selezione

Italian: Selection. The process of choosing beneficiaries or inspection samples. Tables prefixed TSEL_*.

Single Crop Plan

Land use declaration module where farmers declare their cultivation activities. Also known as SCP. Publication process:

Verify plan not already official for campaign
Download area list (cadastral sections)
Publish to IACS

SITI

Sistema Informativo Territoriale Integrato — Integrated Territorial Information System. A GIS platform supporting agricultural land management with 20+ years of experience. Contains:

SITISUOLO — land cover data
SITIPART — parcel data
SITICOND — conduction relationships

Soil Organic Matter

Percentage (SOM%) of decomposed plant/animal material in soil. Typical range: 1–6%. Higher values indicate:

Better soil fertility
Increased nutrient holding capacity
Improved water retention

Values >10–12% indicate peaty soils.

Titolo

Italian: Entitlement or Title. Payment rights under BPS or BISS. Stored in TTITOLO table. See also: Entitlements.

Workflow

State machine governing application or contract lifecycle stages. Definitions stored in TWOR_DEF_WORKFLOW. Transitions logged in TWOR_LOG_TRANSITION.

Organisations

Abaco Group

Software company developing the IACS system for Malta and other regions. Operates as a subsidiary of Diagram S.p.A. alongside Agronica, AgriConsulting and Netsens.

ARPA

Agriculture and Rural Payments Agency. Malta's paying agency responsible for:

Managing and disbursing EU and national funds to beneficiaries
Implementing direct payment schemes under CAP
Verifying eligibility and maintaining records

MAFA

Ministry for Agriculture, Fisheries and Animal Rights. Malta's government body responsible for national agricultural policies and EU regulation compliance.
